87 should be your 12v source. 30 goes to the fogs. Fuse goes from 12v power to the relay. 15amp fuse will do. That's what my ebay kit used, and that's what I am running now on a different set up.
A better way to do it would be to have the power wire from the battery split after the fuse and go to both 87 and 86. Leave 30 the way you have it. And then set up the switch on the ground wire, 85. This way you don't have any extra hot wires running through your dash.
Wait a sec, after some closer reading, this is for a Rear fog light? You have front fog lights, right? Why not just tie into them, so that the rear fog comes on automatically with the fronts. If you didn't do that, I would set it up so that the switch only turns on the rear fog, iff the front fogs are already on.
You can wire the control however you like, that's entirely up to you. I would strongly recommend fuses before and after the relay. Reason is, the coil in the relay is amplifying the voltage to power the lights. You may not have an overdraw before the relay but you still could after.
