quick question for yall my friend has a 95 teg and the speedo on the cluster does not work any more, now everything else on it works. would swapping the cluster work or is it another problem?

I currently have 205/55/15 BFG g-Force Sport tires on my car. According to the tire size calculator, I'm only going 59.2 mph when the speedo says 60 mph. Does that difference impact alot? Or is it nothing?
